Lowarth Treveben offers an opportunity to create a high-quality sustainable community that meets local needs while supporting economic growth in Cornwall.
The aim is to deliver more than just homes. The village will include essential infrastructure, green spaces and facilities that enhance wellbeing and connectivity.
Cornwall is facing a housing crisis. As of November 2025, 23,731 households are registered on Cornwall Council’s waiting list.
With the Government’s increased housing targets, Cornwall now needs to deliver over 4,421 homes per year over the next plan period, 1,714 more than previously planned.
Lowarth Treveben is part of the solution providing genuinely affordable and much-needed homes for local people.

The site lies southwest of Tredinnick, 2.7km south of St Issey, 5.5km south of Padstow and 8km southwest of Wadebridge. The B3274 borders the western edge providing convenient access to the A39 and the wider transport network.

History
The existing planning approval for the site
A previous planning permission on part of the site demonstrates its suitability for development. Approved by Cornwall Council, the scheme includes 236 holiday lodges together with leisure facilities, a convention and exhibition centre, restaurant, café, pub, retail space and associated infrastructure.
Importantly, this permission remains extant, meaning the approved holiday park development could still be built out. Lowarth Treveben offers a different vision for the site, delivering much-needed homes, community infrastructure and long-term benefits for local people, creating a sustainable new neighbourhood rather than a predominantly visitor-focused destination.

Autumn 2025: Phase 1 engagement
Public engagement and consultation focused on early-stage proposals, including our vision and understanding what the local area needs.
Early 2026: Phase 2 engagement
Public engagement and consultation on outline proposals for Lowarth Treveben, informed by feedback from Phase 1.
Summer 2026
Anticipated submission of an outline planning application to Cornwall Council, capturing feedback to date.
Early 2027
Anticipated determination of the outline planning application by Cornwall Council.
2027 onwards
Continued engagement on future Reserved Matters applications.
About us
Lowarth Treveben is being proposed by Camel Creek Limited, acting through its administrators. The administrators have appointed a specialist project team to develop proposals for a high-quality and sustainable new community.
