Where is the site?

The site is located directly to the west of Camel Creek Family Adventure Park. The proposal does not include the Park that will continue to operate as a tourist attraction.

What is on the site at present?

The site is currently used as farmland for sheep grazing and hay silage.

Why are you proposing on agricultural land?

The eastern half of the site has an extant planning permission for a major holiday resort of 236 holiday lodges and substantial conferencing and amenity buildings to support the resort. The access for the resort is in line with the proposed roundabout location. This development can be completed, but the applicant is exploring whether a new community would be a better use of the land before completing that development. This permission also confirms that the land has previously been deemed an appropriate location for development by Cornwall Council.

What are the proposals?

Lowarth Treveben proposes a new garden village of approximately 1,400 much-needed new homes along with commercial and community facilities to create a new sustainable community.

Cornwall already has lots of holiday homes – how will this help local people?

We are aware that second homes and holiday lets are a big issue in Cornwall. That is why we are proposing not to develop a holiday resort, but instead deliver new housing for Cornwall’s residents. We are proposing homes with a mix of housing types and tenures to meet the different needs of local people, including affordable housing and smaller market housing.

Why this location?

The site is in a strategic location between Padstow and Wadebridge with good access to the A39, while being outside any designated national landscape areas. The land is in an area of low flood risk, with natural boundaries that can be retained. The site’s scale allows for delivery of a comprehensive, self-sustaining community with its own infrastructure including a primary school, village centre, and significant green spaces. We believe this will be an important way of delivering the housing needed in Cornwall in a way that improves the amenities of existing residents. By developing at scale a settlement can plan for all of the infrastructure needs without providing a burden on the existing populations.

How will you make sure the development is sustainable?

Directed by Cornwall Council’s Climate Emergency Development Plan Document, the garden village will include biodiversity enhancement, carbon reduction proposals, green energy generation, sustainable infrastructure and will provide schools, community facilities, green spaces and local services; reducing the need to travel. Lowarth Treveben is supported by thorough technical assessments to ensure the project is designed to deliver high standards.

Will Camel Creek Family Adventure Park be affected?

No. We will engage with the adventure park to make sure there is no impact upon the park’s operation, which will continue as a visitor attraction. The proposals include a cycle and footpath link to the park to improve public transport connectivity for visitors to the park and to facilitate better cycle and pedestrian connectivity east-west through the village and beyond. This path will be secured in perpetuity through a legal agreement.

How will you deal with the increase in traffic?

We are committed to investing in essential infrastructure, guided by detailed technical assessments. These include both holiday peak season and non-holiday peak season traffic surveys that have informed the proposals and meet with the survey requirements of National Highways and Cornwall’s Highways team. This will help make the new community safe, well connected and resilient, supporting a thriving community both now and in the future.

Lowarth Treveben is designed to make it easier and safer for people to travel without relying on the private car. This includes, a new half-hourly bus service will be introduced from Padstow to St Columb Major, safe and direct walking and cycling routes linking homes, schools, green spaces and Camel Creek Family Adventure Park, Traffic-calmed streets to create a safer environment for pedestrians and cyclists, secure cycle parking across the village, a village-centre transport hub with links to nearby towns and services and shared travel options such as electric vehicle car clubs and community transport. There will also be contributions towards improvements to the public highway with a reduced speed limit of 40mph outside of the entrance to the village and a a new roundabout junction to create the access onto the B3274.

What about GP services?

We have been engaging with local practices and NHS Cornwall, to make sure there are adequate healthcare services in the area. There are currently GP surgeries in the area accepting new patients. We have discussed the possibility of providing an NHS presence within the village. However, the NHS have expressed a clear desire not to have a building, which would come with significant running costs. Instead they have requested a financial contribution on a per dwelling basis instead. This is because it will allow them to direct funding in the most appropriate and strategic manner to best serve the health needs of existing and future residents. The closest GP practice (Padstow) is a 7min drive from the development and will be on the route of the proposed half hourly bus service.

What about flood risk?

The site is predominantly located within Flood Zone 1 (low risk). A small area is within Flood Zone 3, where no development is planed. A detailed flood risk assessment and surface water drainage strategy will be implemented using Sustainable Drainage Systems (SuDS), with surface water discharging to Camel Creek at below greenfield runoff rates. The proposed drainage strategy has been reviewed by the Lead Local Flood Authority and the Environment Agency, both of which are satisfied with the measures incorporated into the development.

How will the development address climate change?

The development will be designed to meet or exceed mandatory energy efficiency standards, including the Net Zero Ready requirement in the Future Homes Standard and Cornwall Council’s Climate Emergency DPD policies. This will include:

  • Low carbon technologies (solar panels, air source heat pumps)
  • Efficient building techniques
  • Water efficiency measures
  • Sustainable transport promotion including investment in buses
  • Green infrastructure throughout

Are there any designated heritage assets on the site?

Yes, there is one Scheduled Monument within the site boundary – a later prehistoric to Romano-British multiple enclosure fort and prehistoric round barrow in the southwest corner. Our proposals will for the first time open up public access to this site, which will not be developed and will be retained as a public open space.

How can I have my say?

Lowarth Treveben is committed to meaningful consultation and wants to hear from local residents, businesses, and stakeholders. You can share your views through pop-up and in-person consultation events, as well as digital consultations online. We will notify nearby communities and other stakeholders of key consultation dates. Your feedback will help shape the plans before they are submitted, ensuring the proposals reflect the needs and priorities of the local area.

When will the application be submitted?

We are aiming to submit an outline application to Cornwall Council in late Summer 2026.

How long will construction take?

The development is anticipated to be delivered in phases over approximately 10-15 years, working broadly from west to east starting from the main access points.

Who is Lowarth Treveben?

Lowarth Treveben is being proposed by Camel Creek Limited, acting through its administrators. The administrators have appointed a specialist project team to develop proposals for a high-quality and sustainable new community.
