Help shape the vision for a new garden village

We recently carried out the second phase of engagement to gather feedback on the outline proposals for Lowarth Treveben. The consultation closed on Tuesday 30 June 2026. We appreciate all of the comments and feedback provided on the proposals.

Thank you to those who have already provided feedback for Lowarth Treveben, below are the key themes that we received throughout the first phase of consultation.

This feedback has informed the emerging plans, which include a primary school, village hall, sports facilities and commercial units for small businesses.

Following our drop-in and pop-up events in Cornwall, as well as the online consultation, we received 470 responses, with people sharing their views on the proposals through a range of methods.

The key themes that emerged from these consultations were:

• Demand for new infrastructure – The proposals include integrated infrastructure to meet these needs including new sports facilities, community spaces and a new primary school. We are engaging with local NHS facilitates to ensure healthcare capacity locally.
• Traffic, volume and safety – Concerns about road traffic volume and safety are being addressed through close collaboration with Cornwall Council and the highways department, including consideration of sustainable transport links.
• Housing affordability – Some residents expressed concern about second homes or holiday lets. The proposals include a mix of housing types and tenures, with affordable homes tailored to local needs and provision to ensure these are primary homes.
• Green spaces and rural character – Protecting open spaces, farmland, wildlife habitats and the rural character of the area is a priority. Measures include retaining open spaces, integrating community allotments, protecting habitats, and delivering biodiversity net gain.
• The name of the project – Residents and other key stakeholders shared concern surrounding the name of the project, with suggestions stating that it should reflect Trevibban, and that the name should be in Cornish. Therefore, we have rebranded the project Lowarth Treveben, which encapsulates both comments and the vision of the new community.

These concerns have been carefully noted and will continue to inform the development of the proposals. Many have already been addressed in the emerging plans and will be reflected in future updates.
