We recognise Cornwall’s growing housing crisis, where second homes and holiday homes are limiting opportunities for local people and future generations to stay in the area. We want to hear your views on the outline masterplan.
Lowarth Treveben will help address this housing shortfall by delivering high-quality homes, including up to 30% affordable homes for local people, with a mix of tenures to support long-term residency.
The proposals include a range of community facilities including a primary school, local centre, village hall, sports pitches and starter commercial units, helping to create a thriving, connected community.

We would like to thank everyone who took part in the first phase of consultation. Nearly 500 residents and stakeholders provided feedback during the previous phase. Your views helped shape the emerging plans and made a real difference in designing a community that meets local needs.
The project team is now inviting residents, stakeholders and local groups to share their views on the proposed outline masterplan. This is your chance to provide feedback on the proposals for new homes, community facilities, green spaces and local infrastructure.
One of the changes we made following the previous consultation was the project name. Residents and other key stakeholders shared concern surrounding the name of the project, with suggestions stating that it should reflect Trevibban, and that the name should be in Cornish. In response, we worked with the Cornish Language Signage and Placename Panel, which provided the name Lowarth Treveben, meaning “the garden village of Eben”, the historic name of Trevibban.

Below we have included an anticipated timeline of activity. The timeline is subject to change as the project progresses.
Autumn 2025: Phase 1 engagement
Public engagement and consultation focused on early-stage proposals, including our vision and understanding what the local area needs.
Early 2026: Phase 2 engagement
Public engagement and consultation on outline proposals for Lowarth Treveben, informed by feedback from Phase 1.
Summer 2026
Anticipated submission of an outline planning application to Cornwall Council, capturing feedback to date.
Early 2027
Anticipated determination of the outline planning application by Cornwall Council.
2027 onwards
Continued engagement on future Reserved Matters applications.
